Attached are the records on the disk picked up today re PRR for Steve Phillips personnel file.
 
Please review and see if you can see missing files. Originally we were quoted over $300 dollars for the requested records as you can see from the invoice and check it came out to $35.49 and is far less voluminous than we expected. We each read files for different reason and our different backgrounds lead to different conclusions, hypotheses and insights  sharing them helps us move through the morass more efficiently.
 
Please share your insights and any indication you may find that there are records left out or we need to request.
 
Juanita we hope that your experience with the City and this department might add a missing dimension to our review. I hope that you don’t mind helping out.

I have been retained by Gainesville Citizens CARE, Inc. to represent the organization with respect to its public records request for review of the entire personal file of City of Gainesville employee Steve Phillips, for the years 1985 through 2020 inclusive. 
 
My understanding is that you on behalf of the City of Gainesville have represented that:
 
(1) it will take five hours of staff time to complete this request, 
 
(2) staff person Lindsay Lowery has been designated as the only staff person required to complete tasks necessary to fulfill this request, 
 
(3) designated staff person Lowery is not working today and for that reason no work has been done to or will be done today to perform the tasks necessary to
fulfill this request,
 
(4) designated staff person Lowery will not be able to complete tasks required to fulfill this request tomorrow,
 
(5) designated staff person Lowery will be able to complete tasks required to fulfill this request the day after tomorrow,
 
(6) when designated staff person Lowery completes tasks necessary to fulfill this request no quantum of records responsive to this request will be provided to GC-CARE until other conditions precedent are accomplished,
 
(7) GC-CARE before receiving any quantum of the requested records ordinarily would be required to meet the conditions precedent of physically submitting to Budget & Finance on the 3rd Floor of City Hall a specified completed form and $173.46 in “all forms of payment,” however because City Hall is now closed to the public after all responsive records are “pulled” by designated staff person Lowery you will email a final invoice which can be paid online, by phone, or by mail.
 
If I am incorrect in any of the above stated premises please immediately inform me.
 
As GC-CARE’s legal counsel for the purpose of its as yet unfulfilled public records request I ask that today or tomorrow at the latest the City email GC-CARE and me whatever quantum of the requested record may be made available in 15 minutes of diligent and reasonably necessary staff effort, starting with the most recent part of record and working back in reverse chronological order.    
 
My more limited contingent public records request on behalf of GC-CARE does not alter GC-CARE’s original request for the purpose of a court determination of the existence of public records request denial and for assessing attorneys fees and costs relating to such denial.

Thank you for responding so quickly. A member of our staff will be coming in tomorrow to pull the records together. I expect they will be ready by sometime on Wednesday. I have attached an estimate of the time involved and estimated the cost of providing the records. I can e-mail a final invoice after the records are pulled. Please note that City Hall is closed right now to the public. The final invoice can be paid online, by phone, or by mail.
